What is CE certification?

CE certification is the product qualification certification of the European Community. Its full name is: Conformite Europeene, which means “European Qualification”.  The purpose of CE certification is to ensure that products circulating in the European market comply with the safety, health and environmental requirements of European laws and regulations, protect the rights and interests of consumers, and promote free trade and product circulation. Through CE certification, product manufacturers or traders declare that their products comply with relevant European directives and standards to ensure product quality, safety and compliance.
CE certification is not only a legal requirement, but also the threshold and passport for enterprises to enter the European market. Products sold within the European Economic Area are required to undergo CE certification to prove that the products comply with European standards and regulations.  The appearance of the CE mark conveys to consumers the information that the product complies with European safety standards and enhances the market competitiveness of the product.

The legal basis for CE certification is mainly based on the New Approach Directives issued by the European Union. The following is the main content of the new method instructions:
①Basic requirements: The new method directive stipulates the basic requirements for each product field to ensure product compliance in terms of safety, hygiene, environment and consumer protection.
②Coordinated standards: The new method directive specifies a series of coordinated standards that provide technical specifications and test methods that meet the requirements so that companies can evaluate the compliance of products.
③CE mark: Products that meet the requirements of the new method directive can obtain the CE mark. The CE mark is a sign that the product complies with EU regulations, indicating that the product can circulate freely in the European market.
④Product evaluation procedures: The new method directive stipulates the procedures and requirements for product evaluation, including the manufacturer’s self-declaration of compliance, audit and verification by certification bodies, etc.
⑤Technical documents and technical document management: The new method directive requires manufacturers to establish and maintain detailed technical documents to record relevant information such as product design, manufacturing, testing and compliance.
⑥Summary: The purpose of the new method directive is to ensure the safety, compliance and interoperability of products in the European market through unified regulations and standards, and to promote free trade and product circulation in the European market. For companies, compliance with the requirements of the New Approach Directive is a necessary condition for entering the European market and selling products.

Legal CE certification issuance form:
①Declaration of Compliance: A declaration of compliance issued independently by the enterprise to declare that the product meets the requirements of EU regulations. A Declaration of Conformity is a company’s self-declaration of a product stating that the product complies with applicable EU directives and related standards. It is a statement that a company is responsible for and committed to product compliance, usually in EU format.
②Certificate of Compliance: This is a certificate of compliance issued by a third-party agency (such as an intermediary or testing agency), confirming that the product meets the requirements of CE certification. The certificate of conformity usually requires the attachment of test reports and other technical information to prove that the product has undergone relevant testing and evaluation and complies with applicable EU regulations and standards. At the same time, companies also need to sign a declaration of compliance to commit to the compliance of their products.
③EC Attestation of Conformity: This is a certificate issued by the EU Notified Body (NB) and is used for specific categories of products. According to EU regulations, only authorized NBs are eligible to issue EC Type CE declarations. The EU Standards Certificate of Conformity is issued after more stringent review and verification of the product, proving that the product meets the higher requirements of EU regulations.
